§ 19.8. Measures not subject to initiative or referendum.

  • Ordinances passed providing for any work, improvement or repair certified by the city manager to be immediately necessary to protect public safety, public property, health or morals from imminent danger or protect the city from imminent loss or liability, shall not be subject to such referendum. The certificate of the city manager in any such case shall be conclusive. No ordinance concerning revenue levies, expenditures, zoning, or any administrative act shall be subject to initiative or referendum.
