  • From time to time the city council may adopt rules of procedure to help council conduct its business in an efficient and orderly manner. Once rules of procedure have been adopted by council they shall remain in force and effect until amended or repealed. At its biennial organizational meeting, city council will review its rules of procedure and decide if any changes thereto are needed. Any rules of procedure adopted by council are for the benefit and convenience of council and do not create substantive rights for third parties or participants in proceedings before council.
