§ 2-43. Ordinances appropriating money for highways outside city.

  • No ordinance or resolution appropriating money for the purpose of improving highways and bridges located outside of the city shall be passed except by an affirmative vote of two-thirds of all the members elected to council, and no such construction or other work shall be done at the expense of the city, until plans and specifications and the estimated cost thereof have been submitted to and approved by the council.
