City officers and employees, whether appointed or elected by the city council or appointed
by the city manager, shall be paid such salaries or wages as are set out by the council,
and in such installments as approved by council; provided, however, that no such compensation
shall be paid to any officer or employee who is in arrears to the city, or is in default
in rendering any account or report required of them.
