Those business firms which may be designated as "qualified business firm" pursuant
to the provisions of Chapter 22, Title 59.1 of the Code of Virginia, 1950, as amended, (the Urban Enterprise Zone
Act), shall be allowed to pay the availability charge imposed by subsection 34-4(c)(2) as follows: Commencing with the second anniversary date of the submission of
the city's registered bill in the amount of the availability charge, 25 percent thereof
will be due and annually thereafter on such anniversary date an additional 25 percent
will be due until the charge is paid in full.
