Every officer of the city, when entering upon his duties, shall be responsible for
the safekeeping of such personal property as may be furnished his office by the city,
and, at the expiration of his term of office, shall surrender the same to the city
in as good condition as received by him, save reasonable wear and tear. The director
of finance shall have the authority at any time he deems necessary to call upon the
officers for a detailed inventory of all city personal property under their control.
