§ 2-87. Settlement of disputes between officers.

In case of any dispute as to duties or procedure between officers appointed or elected by the council, or between officers appointed or elected by the council and those appointed by the city manager, the city manager shall resolve such disputes; provided, however, that any officer appointed or elected by the council shall have the right of appeal to the council from the decision of the city manager.
