§ 39-56. Payment of flat rates; meters to be read, bills submitted, monthly or bimonthly.

In case of flat rates, water shall be paid for quarterly in advance. Where water is supplied through a meter, the meters shall be read and bills submitted therefor according to classification, monthly or bimonthly.
